Megatron had a tail for one hand, and a big dinosaur head for the other hand. The beast modes for many like Cheetor and Dinobot were absolute crap. It wasn't until people started to watching the CGI cartoon that people started getting into it, and by then the wave 1 stuff was cleared out and wave 2 and 3 stuff was showing up. Then the adult collectors decided they wanted that first-wave stuff, and thus began bidding up the price.

Most of the coolest figures were never in the show. If anything Beast Wars showed a cool toy didn't even the figures in the cartoon since the VAST majority of the line were toy only releases and still sold well as opposed to G1 who'd always cram the newest toy into the cartoon around the time the figure was coming out. But the toys were just fun to play with thus kids loved them and collectors ignored them. At least until those kids grew up to become collectors.

That criticism was levied more to the Japanese BW Neo series, not the US line, but people kept copying the same canned criticism to the point they forgot the original point. Rattrap and Megatron here do use a good chunk of their beast mdoe as a shell, but Megatron still has a fairly involved transformation. Having weapon hands just aided the gimmicks, and if anything it meant he could actually grip things unlike most other TFs who only had peg holes.Sure, a lot of BW toys had relatively simple Transformations, but so did most Transformers at the time. Most vehicle TFs back then were still Front half becomes chest or arms, middle becomes body and/or arms, and rear section becomes legs.

The show didn't sell kids Beast Wars toys because most of the best toys in the line were never in the show. But because the toys were so good and fun to play with, kids wanted them regardless of whether or not they appeared on the show. Beast Wars toys were never seen as crap, they were some of the best transformers released at that point. Having some of the best sculpts, alt modes, articulation, and characters per figure (not based on any animated media). It wasn't until after the initial show ended and the kids who grew up with it started becoming adults did it become more of a collector focus. It was never a speculator's line, it was always kid first, which is why older figures in good condition are hard to find these day. The Japanese stuff didn't come until after the US line ended as they're all based on sequel series. Fans wanted more Beast Wars figures and the JP stuff was the only new figures coming out, and some of them were pretty awesome. Big Convoy was a sort of grail for a lot of fans of the line, the Giraffe figure was a crazy popular release that was always used as an example of how crazy their designs could get and I personally thought the Cobra figure was awesome. Though he also should've been a Destron, I don't know how a snake transfomer was considered a good guy. But the basic point of all this is, Beast Wars as a toyline was never something scalpers bought up to hold onto thinking it'd be a way to get rich down the line like PotF was. Beast Wars was always a kid favorite line and thus the figures got played with, so there's far less mint condition versions of Beast Wars figures, which drives up their secondary market prices.
