Some stores will sell them to you without buying the meal, but you have to ask. They will also only sell you what they have so if you want something specific, be prepared to run around. Some managers will MAKE you buy the happy meal. I've literally bought some kid foods at a Burger King and gave it to a grateful mom who was in line behind me, and took a $1 from her versus the $3+ it cost me. Sometimes I had to eat the crap or give it to a homeless person.

It's always easier at locations in the burbs or away from say malls or freeways. Anyplace where some family might drive through or stop with ankle biters, whether they want this crap or not, is going to get it with their meals so that means less stuff for someone that wants it.
