So have these new rules more or less ruined importing toys from overseas into the US? Any product even vaguely resembling a childrens toy (action figures, plushes, keychains, etc.) needs very specific documents from the manufacturer and has to have a US safety certification to even be imported. Customs will seize and destroy your stuff otherwise. Nobody online seems to understand the categories or exceptions and peoples' mail just seems to be getting delivered or destroyed at random. Has anyone had experience importing stuff after July 8th when this went into effect? I've got some stuff from eBay that has been sitting in customs for days.

Does anyone have a resource on how to protect and manage imports? You'd think we would have one, this is a /toy/ board.
OP here. I had to call Fedex and they routed me through to a few different people and someone from imports at that facility emailed me back and got it cleared. Why Fedex never contacted me about it I don't know. It seems like anything for adult personal use is exempt from the regulation. If it gets stopped, either by Fedex/DHL or you get a notice from the CBP or CPSC about seizure, you can just tell them disclaimer A with code 100.006 to indicate it's for personal use by ages 13+. The document mentions they still have "discretion" but I imagine unless you're importing 20 of the same thing you probably won't have an issue. The .gov emails were actually pretty helpful and responsive. I (and most other people) were freaking out about this regulation because the way it was framed was that NOTHING was getting in unless you had the forms. Information about these exemptions was pretty difficult to find, and while I'm sure places like Amiami have figured it out it'll probably be a while until smaller sellers start preemptively filing this stuff.

What changed is that importers needed to provide those up front in the e-filing system instead of sometime later. There is absolutely no disruption from Hasbro, Mattel, insert name of any toy manufacturer for any of their chinese factories. Even non-american companies like Bandai also. Which means if you as a manufacturer were never doing the testing, you were always in the wrong. Look at the rest of the thread indicating no issues because most businesses had already prepared to handle it. Postal mail could be "last mile" but the Chinese, in particular, have been getting around that by doing the same thing Amazon does and creating companies to do the last mile delivery themselves, since it's not hard for them to find desperate people who want some gig cash to deliver these packages in their own cars, uber-eats style.
