What are these exactly? The Dragon Ball and Sanrio/Godzilla ones are simply static figures, but these look kind of like vehicle toys? But they only ever show them from the front? Are they flat? Why?

This promo has been going in in Canada while you US people are getting Godzilla X Hello Kitty, we have toys for the 10 Strawhat members, though your promo looks to have 5 additional toys/characters.The toys themselves are flattened 3D figures, kind of like figural key rings if you've ever seen those blind bags. The ships are just stands for the figures, though they do have curved bottoms so they can rock a bit and I guess kind of look like they're bobbing in the ocean.I've managed to get 7 of 10 characters so far, waiting for restaurants to have Smittty x Brook, Sandy x Nami, and Pearl x Robin
