Serious question without derailing the thread, but someone might - at best and at most - have derivative rights. It's not like the comic book writer or artists who came up with Nightwing get money if someone does a new comic run, or someone releases either a Dick Grayson/Robin toy or a Nightwing toy.
They are getting a credit line, and sometimes get some money thrown their way in live action, like the did for Titans, because DC aren't dicks like Marvel/Disney, but the Henson Company (or whomever Enesco dealt with for the rights in the first place, should have full exploitation rights to sell)?

No, because I was gonna defend NECA. NECA doesn't cut corners like Hasbro. NECA gives you accessories that fit the character, Hasbro hasn't given Nick Fury Sr. his cigar in decades, OR Bullseye's gun (but they'll give us the harness for it?). NECA hasn't reused parts to buffer up a roster. Only time NECA reuses parts is when they're for the same character (or if they're twins like Baby Skeeter and Scooter). Hasbro fucking repainted the same Spider-Man and Elecktra body how many times?
Also, Hasbro fucking approved this to be released to the public. NECA has NEVER done anything like that. So NECA > Hasbro

Ross are about the size of the smaller Targets. Some are big and even span two floors. One store in Beverly Hills is in the former K-Mart but apparently they own that property because everything else around has been spruced up and rebuilt, including recently a Whole Foods that was in an old Albertsons.
As others have said, it's mostly clothes. It is a lot of overstock because they get things like Converse, Nike and Adidas sneakers - and it's not like they are being sold for $5. I purchased my last pair of chocolate brown high tops for $29.99 plus tax. Plain black or blue were not available, kids sizes were not. Same is likely true for anything else desirable.
As far as this board is concerned, a lot of comments are stupid and bullshit. You find things like LEGO, Transformers and butt loads of crap for kids. Yes, there is NECA but I have never seen anything selling well in a Ross.
Like with the sneakers, you find one or two characters, not entire waves. You can find multiples (ET and TMNT are good examples) but I have had friends ask me to find something that was claimed seen at Ross that is not in every store or even every region.
True clearance is the Ford Pinto at every dealership, Funko Pops cluttering landfills, or Mr. Beast garbage everywhere.
