Around this time Mattel started doing Collector based lines for DC with DCUC, and Movie Masters for the movie line. That's where they released a more movie accurate Joker, but it did release a little later in the year than the movie. So it could be that they had to push for it more which delayed the release.

Everyone was trying to find them like crazy because they'd sell out as soon as they hit the shelves. But then suddenly there was a recall on the figures and they were pulled from shelves leading everyone to speculate it was because the of the Joker figure. The kiddy movie line was already out and people were going off of the rumor that they released the cartoony looking Joker because the movie one was too scary and that someone must have complained and got these figures pulled. Mattel didn't announce the recall and didn't tell people right away why it was happening so people were going even crazier and paying insane amounts of money for these figures on the secondary market because they thought it was the only chance they'd get at a movie-accurate Joker figure and had no clue what the fate of the other figures were either. Then Mattel finally put out a statement that they didn't put out a recall on the figures but asked stores to return the first batch because they, "Didn't meet their quality standards but the toys themselves are safe." and that they would be back on shelves. They started showing up again about a month or two later and the only change is they put some ventilation holes on the side of the package. All that fervor and innuendo about the Joker figure on the internet and it was just because of the packaging.
