In my neighborhood(it's a good one Orange county) there are beer cans, homeless, trash all over and we have STROADS of all things... Keep in mind this is California one of the biggest GDP in the world and best infrastructure and healthiest people out of all the states. Planned cities are soulless and just painful to go to. Cities with strict grid layouts take more time to get across. They have no secret side streets to find. They have no variation. What makes Japan actually unique is that the rich and the poor live in the exact same neighborhoods in Japan, mostly.
There are small countries where almost everyone is wealthy, but there is no other country where it is as common as in Japan for a wealthy person to live next door to someone in a run-down house. Therefore, there are basically no truly terrible streets in Japan.

zoning isn't the reason why japanese streets look like they do

it is due to a few, very specific regulations that have nothing to do with zoning itself
like no on street parking, no light "rights" from neighboring plots, no underground lines for better repairability

and of course their shitty, low quality houses
which only looks acceptable because of the amount of care put into and the young age of the housing stock

again nothing to do with zoning
zoning is not sufficient, nor directly responsible for how Japans streets look like
