English or French speaking means Kingston or Port au Prince but that’s even more violent than NO. Probably some Spanish speaking city, which tracks as New Orleans was a Spanish colonial city almost as long as French. Great food, music, architecture, tropical climate, hurricanes, bugs, murders—take your pick. Santo Domingo, San Juan, some Colombian or Venezuelan port, even Havana.

In NYC, crime is mostly a thing in certain outer borough neighborhoods and even in Detroit you have to go looking for trouble or be really unlucky. This even happened with petroleum, since a lot of those guys fucked off to Houston.New Orleans should be the Chicago of the South, but it is such a corrupt, dysfunctional shithole that Houston, DFW and Atlanta slurp up most of its young professionals, since there are very few professional pipelines.

The petrochemical industry comes with a ruinous environmental cost and is slowly fading. The next big hurricane will hit sooner or later. You can’t keep a city going on charm and tourism. Global capital doesn’t want to deal with banana republic corruption and poor education. It’s one of America’s few great cities but will always be a hot mess.
