I know you can easily get clerance to leave Asmara but how inconvenient is it. How strict does my itinerary have to be if I want to see Asmara, Massawa, Keren, and Senafe?I know I have to come back to Asmara between each one but do I need to get a permit each time or can I get permits for each all at once if I have an exact day to day plan?

Eritrea is literally going back to the 1990s. There's no ATMs, no credit cards, all the cars are 1950s-1990s, there's no internet, wifi is super rare and pretty much only exists in a few internet cafes in Asmara. Just be aware of all that.

A tour company can help you arrange the permits but you're then free to go where you want as long as you're back to Asmara before your permit ends. You can go to the tourist office (gov office) and apply for permits it takes about half a day. So if you aren't pressed for time it's easy enough to arrange all your travel without needing a tour company for anything except getting you a visa on arrival for around 100 bucksBut honestly Asmara alone (no need for permits) is worth staying in for a long time and just existing.
