And you never know if a hotel is going to accept a foreign guest; some cities it's ridiculous, just about every single hotel refuses foreigners. Yes, it's a pain in the ass. That's India. Either embrace the suck, go the luxury route with reputable properties that have hundreds/thousands of genuine reviews, or find some other place to travel.
