It's one more fucking rule to remember, out of the 15 carry-on rules already in place. That is a meaningful inconvenience even if you don't usually carry a powerbank. (People who change their flight routines are most likely to forget about one of the gazillion rules as to which item goes in which bag.)

EVA makes damn sure that I don't have lithium batteries in any of my checked baggage. It's been a thing ever since Samsung had that phone/tablet with defective batteries that were catching on fire at random, including in a few cases while onboard an aircraft. That was around 2016, IIRC.

This is a good thing. I don't want some stupid asshole's phone catching on fire in the cargo hold and killing everyone onboard an aircraft.
