Montevideo, Uruguay seems like it has relatively low crime. Little high price but that keeps the riff raff away, right? Anyone who can tell me more about Uruguay's capital city?

If you mean the riff raff from LATAM, well the Uruguayan government shows solidarity with it's socialist brothers and invites any deadbeat Venezuelans or Cubans that want to come. I guess some people like the very chill/boring vibe, do what >>2897595 says and see if it's for you.
