Assuming you can, you can't just show up with money, to register the bike you need to show a document showing you have a valid parking spot, among other things. You also need to sign up for mandatory insurance.

I'm not renting. I live here. You can easily find rental shops which cater to foreigners online. It's a CB400SF.
I've covered the whole country except for Hokkaido, some on my bike and mostly on my car. I can tell you that the scenery doesn't change much. It's the same green trees everywhere, only Kyushuu stood out as different specially around the volcanic areas.
It's a very small country, not like the US for example where you can start in a coastal road in SF, drive a few hours to Yosemite, and then a few more hours to Death Valley. Each location being very unique.
