Ones with lots of public land you can camp on for free. The biggest travel expenses in the US are hotels and airfare. The largest tracts of public land are going to be managed by the federal Forest Service and the Bureau of Land Management in the West, the Appalachians, and northern New England. Some other states have fairly extensive public land. Pennsylvania and Indiana have a lot of state forest. Virginia has nice state parks. The country's your oyster. You can find basically anything here. Though for your purposes, I recommend sticking to the inland West, Nevada, Utah, Idaho, Colorado, New Mexico, and Arizona.

Cost can vary from $20 per day for a stoner vagabond in a van wandering up the Michigan peninsula at a snail's pace of 30 miles per day, to whatever the hell it costs to rent a luxury car and LARP as a bigshot in some Miami nightclub.

The cheapest way is to sleep in your car. Tons of people do it, just park almost anywhere. there are rest stops along the highways, gas stations specifically for this purpose (Loves has 24/7 food and showers), or at any walmart parking lot.

Get a minivan if the weather isn't too bad (i.e. it's not too cold or too hot) or a tesla model Y if you want overnight climate control. Tesla comes with a camper mode feature which keeps the temperature steady & circulates the air, letting you sleep in the car.

Many people have done this, it's a common trip.
