Is Rouen worth visiting for both sights and the local cuisine?

Me and a group of ~5 are planning a visit to France next year (perhaps early 2027 for off season prices) and Paris is obviously a big one and where we'll be flying into from the US and visiting, but I was wondering if Normandy's capital was worth going out for views, history, and food.

Also, would Le Havre also be worth adding? Maybe more seafood focused, but I don't know if it has as many historical sights, though being on the coast might make it worth the contrast to larger/denser cities.

Our trip is planned to be Paris-focused at this stage, but I was wondering if Rouen's relative closeness would make it a worthwhile excursion.

Meanwhile, you can get literally any food you want anywhere in the world, assuming you live in first world. You don't need to travel to France to have a "seafood adventure" lmao.
