Is this worth playing? I've heard it referred to as one of the greatest games of all time. How much truth is there to that statement?

It's good but not THAT good. It's just a 3D Zelda-like and a pretty competent one. If Ubisoft could have just made a straight sequel in the same style the series would be a cult favorite instead of a Duke Nukem Forever style "cursed development" meme.

It's okay. Some music from the soundtrack is a banger, but the actual gameplay is dated with a early 2000's mindset.
At least it's pretty short so you won't get too bored.

Hard carried by the presentation, but the underlying game is solid enough that you rarely notice how half-baked it all is.

It kept going back to the drawing board because they got overly ambitious and feature-creeped to hell. All anyone wanted was to fight monsters with a baton and a pigman uncle, while taking pictures of crazy alien wildlife. And instead they tried to turn it into some globe-spanning epic where you can see the entire world from orbit and shit. Worst of all, newer trailers they released made it clear they didn't want to star Jade anymore. But she's the character everyone liked.

Ubisoft got delusions of grandeur... that they can make a whole multiverse of characters people love and care about out of this about average 8 hour game with half an anthro cast and vague messages about "RESIST AUTHORITY." This is a prime victim of the era of games shooting for the mythical "modern audience" but was in development literally decades too long and missed the window where players could have been fooled into thinking it was trendy. I have no doubts the games journalists will come to bat for it when it releases, no matter how bad it is though. Since libs think they're exactly this breed of "freedom fighter" in their narcissistic headcanon.

The difference is Gravity Rush actually finished it’s kino sequel that knocks it out of the park.
