After season 1 and somewhat of season 2, he effectively went out of his way to make Homelander a whiny baby, literally. He also is anti-Trump and reblican, and couldn't handle Trump winning his second presidency, so after S3, he made Homelander a Trump allegory, and since he hates Trump, Homelander became garbage. Every dumb scene with Homelander was him either parodying Trump or being a Trump stand-in. This scene was his idea of showing that Trump without power (Homelander is depowered for the first time in this scene) is a pathetic cocksucker, so that's why he has the guy begging to suck dick for his life. And no, this is not an assumption. He flat out said he turned Homelander into a Trump allegory. In S2, the show references right-wing 4channers because that's what was being pushed in the media at the time. He didn't think Trump would win at the time, so that season was still 50% good due to him not taking as much shots there.
