TL's in a really awkward situation where the low tier and the top tier are actually really close together in power, but there's no reason to ever play the low tiers since they don't bring anything to the table that the top tiers don't do. It doesn't help that being a less popular game meant information doesn't get passed between regions as easily either. The early American scene leaned really hard towards powerful characters with strong footsies and zoning, and the early Japanese scene leaned towards strong set play and mix up and things only really converged towards the end of its lifespan when everyone learned to hate Akiha.
