the "context" in question is the fact that they pulled the plug on multiple GaaS plans (including the "Super Game™" they announced half a decade ago) and the developers are now working on other projects.
The "continue to operate it with care" just means "same skeleton team, same shoestring budget". They won't improve NGS at all and we won't get a new PSO because Sega fucked everything up internally as usual.
