The high elves have the world roots and various nexus points of the vortex they have to defend or else chaos gets tangibly stronger which leads to internal struggle where half of them do think they should just defend Ulthuan rather than meet their foes in the field. They have background reasons for complex relationships with every other faction. As it stands the eldar have less reason to exist than the dark eldar do and they're just a dumber version of druchii slavers
