Here you already have the problem, although it runs at 30 fps there is a part where the game is empty with few NPCs, there you can see the lack of CPU power of the switch 2, and you can see it in CP77 or FF, GTA is a game with many NPCs, physics and props on the screen, if they have been developing the game for the ninth gen in mind which is the Xbox series the switch 2, where a different architecture is added to the x86, a development kit that they would have had relatively recently, and a still relatively low number (20 million where the majority are Japanese and are not fans of those titles), apart from the fact that it would be more profitable for them to port GTA 5 and RDR2 first to get money from you, before launching a GTA 6 that can channel their sales of these titles
