The hitbox dissonance on this fucker always screwed me up as a little kid.
It's not that bad, just wait until he stops moving and puts the arms back before jumping into the upper body before he blasts off. If the rocket punches are too hard to dodge you can stand far enough back to point they can't even reach you.

Really shitty boss because if you only hit him when it's "safe" the fight is a tedious slog, but if you decide to take risks the hitboxes are so retarded that you can very easily get unlucky and die. They could have given you at least a few rings to work with to alleviate the problem.
