Because they've got almost 3 decades of experience in the game.They know what systems to build, what systems pair with which, what players like, what players don't like and so on.To compete with Sims, you're basically having to reinvent all of the lessons they've learnt and then you can begin. The way you'd do it is by creating competitor games to their existing games, privately or as released games.But nobody wants to compete with the old games, they want to compete with the current today, they deluded themselves into thinking they'll be able to figure out the lessons and improve perfectly in their first attempt.Ironically though, the only games that could compete with Sims are from developers that dont play Sims. Sims 4, for example, doesn't really have a lot going on under the hood as far as the simulating life aspect of the game goes. Basically there's just needs and there's ways to fulfil needs. Different need fillers have different scores attached to them to make sims more or less likely to use them to fulfill their needs. Outside of that just pick something at random. If you want to force a sim to do something and not stop lock their "need" for it at a very low score. Add a way to script sequences of "needs" so you can have, for example, high school students that attend class between certain hours and then have lunch between certain hours and then go back to class again afterwards. That's about it really. Want to add something? Add a new need and a way to fulfill it. Add some more useful things like states and broadcasters and that's 99% of what makes The Sims work.The hard part is not really the framework. The hard part is the insane amount of time it takes to make all the content.
