It's just okay, but being okay it stands out from the rest of the soundtrack that is utterly forgettable
I also never cared about him, Ayre is more helpful to you despite not having a mech 99% of the game and if we only count the ones with mechs Chatty is more fun

Great boss fight when he's against you and it's on the best mission of the best route however, so I will say he's actually way better as an antagonist than a buddy

Honestly I felt more emotions when it comes to Chatty getting dunked by Freud or (You) than Rusty's "heel" turn.
Killing Chatty, Carla and Waltuh was way more emotional than whatever shit Rusty got, as far as NPCs go he's a solid mid tier but he's nowhere close to older entries' NPCs like Jack-O or Chief in terms of actual charisma and presence, I felt more attachment to most AC4/4A buddies like May than Rusty and I really don't like AC4/4A.
