It's not the exact same, but the Ys games I've played (1, 2, Origin and Felghana) have a similar top down action adventure kind of feel. It even has dungeons with item/magic upgrades that you can mess around with on the overworld and npcs. But it lacks Zelda style puzzles.

Neutopia and Neutopia 2. They were originally for the TurboGrafx-16 so almost no one has probably played them, but they're both very strict clones of 2D Zelda. I do recommend. Music is good too.

Nintendo started selling them on the eshop back in the Wii era. But if you wanna just fuck around and try the first game out, here's an Internet Archive link where you can play it online.

-Prodigal is top tier. Maybe even too difficult if you're bad at games.
-Blossom Tales has nice presentation but is dull. There are no real puzzles, and its very obvious at all times what to do, filling time with a bunch of going-thru-the-motions combat. It's like they played LTTP and didnt really get it.
-Lennas Inception is awful. The game is randomized so there are no actual puzzles. Its just a bunch of "push box on button" in randomly generated rooms. Think binding of isaac except much worse.
-Ittle Dew is interesting in how you can subvert puzzles, but also feels a bit disjointed because of that. Like you're never sure if you're solving puzzles the intended way or if you're sequence breaking.
-Oceans Heart is a solid game with more emphasis on the exploration/sidequest/npc side than these others.

No it's not. The only "Wind waker" like aspect is that you have a level select screen that looks like a guy sailing a ship. There is no actual sailing though, you just pick a location and a little animation of a guy sailing plays and then you're at the location. The game itself is also the same kind of blossom tales esque "no real puzzles" garbage, which they doubled down on making it extremely garbage in oceanhorn 2 which I played for some stupid fucking reason, huge waste of time.

Elementallis is pretty fun but has a similar issue to Blossom Tales where there arent really any puzzles. However, the elemental powers have enough creative opportunities to get away with being focused more on combat, and there is a large sense of "navigation as a puzzle."

So many of the developers see 2d zelda and go "I could do that!" and they just make a game thats like... a bunch of rooms bolted together, filled with enemies, with no real thought to any of them. They try to make a puzzle, and its something like from a 3 year old's toy. "Here's a button, here's a crate, can you figure out what to do next ???" type shit that never evolves.

Yep that's an issue in ALttP. The music is better but there are fewer songs compared to Minish Cap. If you don't like a song in Minish Cap chances are that you won't hear for much long... in ALttP you'll need to mute or play a song over it.

Hyrule field is an egregious one in ALttP, the song really fucking sucks. Ironically they aped the same Hyrule Field from ALttP
