That's not surprising. Reusing assets in video games is very common. And every live service games hits a point where the developer/publisher shifts money away from the game into other projects.

Genshin Impact, and any other super successful live service game, only puts out just enough to keep its audience coming back. Only when things start looking bad, at least in the developer's eyes, do they start trying to put in more effort and improve the game.

Where Wind Meets has already implemented a pretty obvious idea into their game. Taking this idea further, it's not hard to imagine a unique NPC that interacts with the player and can "grow" with the player's preferences over time.
