Genuinely one of the best "villain protagonists" in games is the Saints Row 2 BossWill chimp out and seethe when people offer them one sided (but fair in context) deals that cause massive gang wars to break out and then retaliate hard by murdering or maiming people close to the top brass of rival gangs
