Church and government are institutions that assert control over people. Bank is, technically, only a middleman, a tool at most in the grand scheme of things. Having a bank as big bad is about as silly as, say, a supermarket or a hospital. Sure, you can make a compelling enough premise, but it will still look like one of those kids shows where a random chump can construct a world controlling device in his basement.
