Yes because it would require more government infrastructure in the form of electricity generation and some time a few years ago all the western governments got together and decided the most responsible thing to do is collect taxes and not build infrastructure so now they need to figure out how to have ai data centers without infrastructure.

The leading Chinese fab, SMIC, can reliably do 7nm CPU dies for Huawei phones, but not something like a 30 series without a massive failure rate, because they still rely on DUV, since no Chinese factory can reliably make the optics necessary for EUV fabrication. Chinese companies do design and release consumer GPUs, right now, they're just made on outdated fabs and by third grade companies with bad driver support, yet they still sell.

There are two routes on Chinese silicon right now, SMIC trying to squeeze as much as they can from DUV 7nm++++, and Huawei Shenzhen being given entire university departments, hundreds of former ASML staff, smuggled equipment and unlimited money to recreate Zeiss optics at scale. Which they have apparently done, but only as prototypes.
When a consumer tech Chinese company can get either and provide good driver support, then we're good. But that's a 2030s plan. Until then, the only Chinese part I'd buy is RAM.

The 26B 4A MoE is a distant second place, but it's pretty frustrating in its writing, enough that I add the qualifier "distant" to its ranking. The other two in the Gemma 4 family, E4B and E2B, I can't even guess what their use could be; they're too small. If you just want to dabble, I recommend you use the 26B MoE. I don't know what quants it takes for you since it's an MoE. Start with the Q6 and go up if you can hit 10 tokens/s or down if you can't, until you can. Or until you hit whatever desired token rate. Your read rate is somewhere between 10- 20 T/s.

It's not all doom though. MSGK-anon in /lmg/ uses the 26B at Q4 as his main. It's consistent in his benchmarks when testing MCP tools (the ability to control your PC and do things like browser search and file handling). He even got it to order a pizza for him. It was also the 26B that helped me with Twine and Sugarcube twinescript the first time, which I asked on a whim when I was testing Gemma 4 early in its release.

As a benchmarch, I have 2x 4060 ti 16GB, for a combined total of 32GB VRAM. I can fit the 31B model at Q6 quant with 60K context entirely into my VRAM, or several hundred K context if I utilize RAM. Gemma 4 uses SWA (Sliding Window Attention), which is some kind of extreme VRAM-specific compression, which is how it fits in my 32GB. Without SWA, my same model uses 70GB of combined RAM at 50K context. For my small 4060's, my gen rate is 8.5 tokens/s when fully in VRAM, about 3/s if spilled into RAM. Booting the 26B at Q6 and 50K context, I get 22 T/s. It uses 22-ish GB of VRAM, but again, it's an MoE with only 4B active, so I don't think spilling into RAM will be an issue for you.
