No, raw pixels carry the most information and blur filters don't do anything that your eyes don't do on their own.
You can look at a b/w checkerboard dither and your mind will understand it as a flat grey color, no destructive blurring methods are necessary.
I want to actually see the picture with as much clarity as possible and let my visual processing do the work when it comes down to it.

But to answer your question: yes, in most cases, for me at least, scanlines make old games look a little better, especially if you play with a good distance from the monitor/tv.

Sure, if you want to. I don't really like scanline filters, but you can just try them and see if you like your video games better that way. As long as you're playing the vidya you like the way you like to play them it's all good.

Depends on the game. Generally, because getting genuine hardware is unrealistic, CRT filters provide something highly akin to a proper retro experience. Many classic games, such as FF7, are seen as absurdly ugly because they simply must be played with a CRT filter to be seen as intended.
Some retro games look amazing when simply emulated at a higher resolution, especially from the PS2 generation, but CRT filters are generally a good default option for anything PS2 or older.

No, the issue is that that's compressed low-res artwork. Artwork like that with no manual cleanup done on top of it is going to look like shit unfiltered. However pixel art will always look better with no filters.

That doesn't negate the fact that that art, at that resolution, was presented assuming the natural clarity of a CRT would be present. Furthermore, this goes far beyond low resolution art; even menu elements look hideous in that game when seen on a modern screen without a CRT filter.
FF7 must be played with a filter, or on an original screen. Some games from that generation and beyond have high enough resolution assets that they generally look excellent on modern screens; vagrant story is a possible example, though even then the CRT filter enhances menus and sprites massively. Kingdom Hearts and FF12 are great examples of a game that can be played filterless on a PS2 emulator
