Chapter 1 was all about her becoming less abrasive, chapter 2 has two characters lusting after her, chapter 3 has her be the center of several emotional scenes despite it being Kris's house, and Chapter 4 has yet again it all be around her character arc, Gerson gives her the cool fight while only gives a tap on the shoulder to Kris and doesn't even acknowledge Ralsei.Undertale didn't have the Dreemurr drama take center stage on everything all the time, and let me choose to spend more time with characters like Papyrus and Undyne or not.

And I believe this is intentional in-universe; Kris has a pretty empty life, and they seem very interested in keeping (You)r nose out of their personal life. As for Ralsei he already treats himself as an accessory and stays out of the spotlight on purpose, it's just that Susie in particular is bringing out his individuality and giving him the idea that he can be more than a simple tool of an ancient prophecy. Berdly is a side character and Noelle is intentionally kept in the dark by the conspirators of the story, but all signs point to her becoming MASSIVELY relevant by Chapter 5. It isn't a literature sin to have a character shape the story through their actions, and Deltarune, despite having many characters from Undertale, IS NOT Undertale. They are parallel, not identical stories.
