It was the Snow Elves, but they got antsy and started a war they lost, then the Atmorans took over, they often clashed with the Dunmer once they stopped being Chimer and moved to Vardernfell. The Dwemer ruled underground in many of the same lands sometimes clashing with Dunmer and Nords.The Orcs have wandered nationless in many areas including parts of Skyrim keeping to themselves mostly, and the Forsworn I am not too familiar with but apparently are a like bretons and are a mix of man and elf so they clearly came after the fact and could not hold the land they came to inhabit.Correct me if this wrong but this sums it up no?
