Oblivion's major issue is a stupid typo in the damage calculation system that results in every melee weapon doing approximately half the damage they're supposed to.
It's why you can disarm a goblin, who's bare fists do MORE damage than their weapon.

The real answer is mostly a frame-to-DPS sliding scale that needs to be tuned according to the gameplay that is also (generally) balanced around enemy movement data and the same tame-to-DPS sliding scale on the inverse. A weapon needs to be a specific rate of frames fast enough to not be inherently useless in most combat situations, but also cannot be so fast as to trivialize standard combat elements. The upper limit of frames needs to be animated to account for "X" frames (these are your pointlessly heavy and slow weapons like the Demon King Greathammer), but weapons that go down from there are still going down the scale appropriately, with the fastest knives and daggers setting a baseline.

Whatever is towards the upper end rather than the upper limit is supposed to then have animations that fill up that many frames, but natural swordplay does not yield that kind of visual, hence the "need" to animate them as if they are all 30lb+ hunks of steel that can barely be held by their masters. There are some weapons that are also swung around like they weigh less than 1lb when in reality they would be substantially heavier, but they're on the "lower" end of frames, and thus are animated as if they are featherweight.

That's actually a good point. Given the threats in a fantasy world, all weapons probably would be forged to have more weight to them for dealing with various monsters.
You couldn't get away with just making weapons for the purpose of killing people, you would need them to be more versatile. If you're fighting orcs, you're going to need more weight to your greatsword otherwise it's just going to get stuck in muscle, and then orc will rip your arms off.

I can't decide if |||FUGS||| is better in DS2 or DS3. In 2 if you time the L2 just right you can negate all damage it seems which is cool AF, but you need 30 fucking dex for a strength weapon. In 3 you get Stomp which only heavily boosts defences for a second, but now the 30 dex requirement is gone.

Swords are made to be light and easy to maneuver because the main danger isn't the impact, but the edge allowing you to turn your entire reach into a lethal space with every tiny movement.
If a sword is unable to outright gore muscle and disembowel an unarmored enemy in a single quick motion, you just wouldn't use a sword, you'd use an axe, hammer, spear, polearm, or some other weapon that's made for what you're trying to achieve rather than trying to force a sword to fill a role it doesn't excel in.

It doesn't. What makes Oblivion bearable is if you enchant your weapon with some kind of magic damage and later craft and cast "vulnerability to x element (touch)" later.
Enemies will melt in 2~3 swings, even less. But it still demands quite a stock of soul gems or a clever use of the Star of Azura. Morrowind was similarly retarded with this.
If you want a "pure" melee build, I have bad news for you. Even if you raise your str to 100 and your skill to 100, you'll notice that the real problem is the HP bloat.

Whenever I find a sword it's a gamble between having the unga bunga caveman moveset with my character banging the floor until the edge of the sword is dull or the elaborate knightly one with the cool swings. At some point I gave up on those swords and picked the dismounter because most of the great swords have the UNGA! moveset.
And in the dlc I picked the milady and never went back. Alternating between it and the gigachad dragon killing sword.
