Hair in AAAs from the last few years looks dramatically better than that.

It's way simpler than that. It's just a question of time and money.The developer has enough of neither to be testing every possible major configuration of the past 5, 10, 20 years. They will look at the CURRENT market of what people have and start testing from there. E.g. if 50% of steam users have a 3060 or above (which was released in 2021, btw, and probably not even the baseline anymore), they'll probably start testing hardware at that point. If their game can't perform at the level they deem acceptable on that hardware, they'll attempt to meet in the middle somewhere (more software optimization and raising the req bar).On a rare occasion they may be sponsored by a hardware company, and that hardware company may set a different target, but that is far more rare these days than you think, and the offenders were not who you think. The most notorious for doing this was actually Creative Labs strong-arming everyone to develop for various Soundblaster soundcards that no one needed or wanted a couple decades ago.TL:DR; developers aren't going to go dumpster diving to find your poor ass's exact hardware setup from 10 years ago to test their game on, doofus.
