Honestly NV would be better without the open world, but it's fine. Could have more detail and encounters but I think some of that was cut for muh consoles during development and even after in patches. I think they did a decent job of making a desert open world interesting enough by always having a few interesting points on the horizon, I think they specifically mentioned keeping the "three visible setpieces from any point of the map" rule in mind.

I just replayed them both and I enjoyed both when they released. Fallout 3 has probably the worst open world design ever, the reliance on subways connecting ruins of DC as separate maps completely fucked any cohesive exploration. New Vegas on the other hand is the most pretentious written shit I've ever played. I can't believe this was gassed up so long as one of the best RPGs ever written, it's so amateur in retrospect.
