You know why metal things are glowing red hot in a forge or on the anvil? It makes them softer and more pliable, so you can mold or hammer them into shape. Thus, making the bolt red-hot means it's more likely to bend & deflect off their armor instead of penetrating. Splattering someone with molten metal would really suck for them, true, but that's not what the crossbow does in HL2
