Hunters are hard regardless of ammo but you really shouldn't be short on shotgun shells or grenade rounds if you are Jill by the time they show up. I normally kill the majority of zeds with just the pistol but you can save a lot of ammo early on just by using the knife on some of the easier ones like the guy in the dining room upstairs (you can swing through the statue while he gets caught on it) and on lone dogs (stun with pistol shot, run up and slash them once they are fully standing, repeat).
