Considering he changed the entire company model to focus exclusively on being safe & marketable after going through bankruptcy & risking the dissolution of the company during Morrowind's production, and that Starfield is the end result of this business model (which, by the way, is the only main title Bethesda game to not win a goty award because of how poorly it was recieved), I think the answer to that question is a resounding "no".

No. The gaming landscape's changed a lot since Skyrim came out, Rockstar was basically the only other major dev out there doing open world stuff with GTA and RDR. Now that everyone and their grandmother is so used to open world, people don't forgive Bethesda's shoddiness the way they used to. Starfield is a perfect preview into the kind of quality and design choices we have to look forward to for TES 6. It's not going to be pretty.
