In the late 90s and early 2000s, annual releases or releases every two years were really common for most developers. Capcom are a big enough studio with enough teams that they have worked out a system where they can have 4+ Resident Evil games in simultaneous development at any moment. Even with that schedule there will still be gaps like the gap we got between RE4R and RE9. They will start diverting some of those resources towards IPs like Dino Crisis soon since fan demand for IPs like that is rising and after RE0 remake they will only really have RE5R and RE1R left before having to take on riskier projects like a Dead Aim or Survivor remake
