The game naturally directions you through it but does not force you to stay on the path. There are multiple zones for each level bracket and you can swap around which ones want to do freely.
Games that try to give you rpg mechanics but also scale everything to you are stupid and don't work

Open world has two genuine applications:
>Pretending that there is more gameplay than just a bossrush by making the player traverse everywhere instead of just selecting levels from a list
>Finding somewhere to put the lore from your Mescaline trip that demands audience participation before people figure out you are a crazy homeless man

Everything else either departs from being an open world or it is just ruthless padding either to bamboozle your boss who thinks you have actually been working on something for the last 4 years or to bamboozle your audience into thinking that 1 hour of actual content is worth 80$.

You cannot go somewhere higher level than you, retrieve something useful to you, and then come back to other zones with an advantage. You can't really do anything in higher level zones to begin with. There is minimal value to going to a zone under your level when you're not directed there by a quest. Instant failure at being a good open world.

Because there are parts of the game that aren't either of those, there were MMOs before WoW that had no meaningful questing, and there were MMOs before WoW where the grinding was vastly lower in quantity? Stop assuming WoW is the exact form MMOs are supposed to take. That game sucked.

Ghost Recon Wildlands.

It's only open world formula game, where the formula actually works for the kind of game it is.
It's also the only game that feels like someone making it actually cared for the game.

>MC as well comments on collectibles in the immediate area, so you're not being punished for turning off floating markers
>an open world for a shooter, that actually somehow feels more real and alive than open world rpgs
>guards actually having different schedules, like them all going to the cantina at 6pm for example

>the copy pasted activities are kept to a minimum and for the most part you just work on killing/kidnapping high ranking cartel members
Plus, playing on extreme or ghost mode(permadeath), it actually feels intense as fuck in encounters, and becomes an actual tactical shooter, as it's supposed to be. Because you're going down just as quickly as the enemies.

It's the only game I've played so far where I actually felt the ubislop formula actually worked and made sense. Because it doesn't promise you this "amazing huge world" to explore, but rather just sets you into an open world to do a job in, anyway you like.

Open world games are at their best when you play as a character with superpowers and fun traversal options.
Infamous, Prototype, Gravity Rush and the better superhero games for this like Spider-Man.
Too bad they don't make many of those anymore.
