You're missing the fact that Night City is a city owned explicitly by corporations, so if you want to work for, say, Arasaka and make robots all day, then Night City is your bet. In Edgerunner's, David's mom works for Trauma Team and managed to secure the position despite not being from a Corporate family (though her co-workers bully her for being no name trash & the working hours are brutal). In the game itself, there's a side quest where you can protect a food stall wagie from a gang & he tells you how his sister managed to get a job for Arasaka, and that the local gangs keep targeting him because of it. "Normal" people are attracted to it in hopes of getting a well paying corporate position, and then fall down into the shit around them when they can't keep up with the company's demands or prove to be a liability. Otherwise, gangers crawl in because it's *the* place to be an edgerunner.
