Gabe said it himself, Half-Life was about using the newest technologies to make an experience that was previously not possible. After 2 came out the episodes were a concept they played with, but left them unsatisfied, because they weren’t doing anything interesting or new. They aren’t going to make a part 3 to finish a story they didn’t care that much about to begin with.
