Western games were on par with Japanese games for during the 90s and early 2000s and even slightly peaked above Japanese games during the mid 2000s for a bit. However, due to the consolidation of all the companies that made these good games and the firing of actually talented and creative developers for low rent code monkeys and other people that have no business being in the video game industry, the West fell so far during the late 2000s until now because the running philosophy isn't to make a good video game and video game world (so creative product) to build up a fanbase and accrue capital, but to do shit cheaply to make a quick buck. It is not a mistake that every Western AAA game post 2012 is just trend chasing garbage rather than anything original. Modern Western AAA gaming is on it's death throes that can't even fathom making a good game meanwhile Japan is still making good games to this day. They also make garbage, but that garbage is at least interesting on some level and more often than not it isn't intended for you unironically (unless you're into A-Train simulators or reverse brat correction eroges with life management aspects).
