He can't not at least love the both of them to some degree, the story doesn't work if you say it's only one or the other, or neither. Cloud is effectively two people: the player character who makes choices, and Cloud who says and does things without player input after he's out of his delusion, and the latter shows signs of both loving Tifa and missing Aerith enough to safely assume at least a passing romantic interest. Unfortunately, some of the Compilation material overwhelmingly shows Cloud being a total deadbeat toward Tifa. In AC, this is resolved nicely with him looking content and favorably toward her. Then DoC comes along and regresses his character again for the sake of perpetuating the ambiguous feelings, and of course he's an edgy emotionally unavailable asshole again. You can really see Nojima's melodramatic cuck tendencies in these particular materials, especially if you consider his novels. Personally, his stuff is so ridiculous that I have no problem applying death of the author. AC is fine, though, even though I think Cloud's character regression is unnecessarily extreme, he still snaps out of it and you see game Cloud come back at the end.

He doesn't need to love her and her only, same as with widows/widowers getting with someone new. It's complicated, and that's okay.
