Videogames are far too complex these days. Too many moving parts. It's just not reasonable to optimize to the same degree as you could back when games had a small fraction of the number of lines of code they have these days. This is not a PC only issue. Console games aren't well optimized either.

It's because modern developers are constrained by tool and engine abstraction. Computers are so retard-proof and powerful these days devs rarely have to understand the ins and outs of how their graphics pipeline actually works on a fundamental level, thus making consistently zeroed optimization nearly impossible. That is, without directly communicating with the engineers of those tools, which makes things even longer, expensive and more difficult, so they instead just rely on the raw power overflow of modern GPUs and CPUs to fill the gaps, which causes it's own rat's nest full of problems. It's a symptom of everyone switching to Unreal Engine 5 or some other licensable system to make their game.

There's a lack of actual senior skilled engineers in game development now because they're the ones who make the engines. Modern devs seem to be majority art departments now.

Why would they? What's their reward? Getting treated like shit? Ass pay for anywhere except Valve?

Any junior college game dev can make something look good with UE5. Who looks "under the hood" anyway? The reviewers at PC Gamer Magazine? This isn't an issue for game studios, they don't care and they don't care that you care.

A lot of modern games are moviegames where nothing really happens, but they still use screenshots and trailers where they appear graphically "impressive".
Because nothing is really happening, and since all the work is done by shaders on the GPU, the CPU doesn't really need all that much memory. Since consoles use shared memory to save costs that means that the unused RAM can be used by the GPU to store some more GPU relevant information, which also bloats the effective vRAM of the console slightly beyond what the average GPU has. When the devs fail to account for this when porting to PC, it becomes a bottleneck, since it means that the GPU has to ask for more shit to be loaded into memory more often.
That's basically it.
Any other case of consoles appearing to be "more optimized" is just consoles running on ultra-low settings or consolefag standards being below bedrock.
