Medieval was remade two times and Star Fox is getting its fourth remake. So RE1 will be due for its second remake. Capcom isn't foolish they aren't going to simply not remake the game that started this series. Its way too iconic of a game and their modern remake series is all third person action games except for RE1 and RE0 I guess for now. Maybe they are waiting because they want to combine the games into one singular game? Maybe even call it RE Origins or some shit. They were making them at the same time, I have no idea how they released RE2 and saw the reception it garnered and then decided to release RE3. It came out a year and like 2 months after RE2. It's not as bad as people say it is but it's not a good RE game. It's a game you play and think about how big of a missed opportunity it was even if it's a pretty good linear action game (if you liked sony exclusives from the last generation it's pretty similar to them).
