Governments and Corpos wrote off the Net as "Just a fad" or "Just another technology" instead of the revolutionary society changing tech it was. So we basically got 10-15 years of consumers doing whatever they wanted with the internet and nobody in the upper echelons of society giving a fuck. Perhaps if the AI bubble pops we'll see a new era of uncontrolled internet.
