In my opinion, anything where player interaction is meaningful to the experience qualifies as a video game. This includes interaction as simple as dialogue choices. So I would argue the line between a video game and not a video game is the line between a Visual Novel with dialogue choices (which I would consider a video game) and a Visual Novel that does not have dialogue choices (not a video game). Though even that theoretically COULD be a video game if the timing of your inputs when progressing to the next screen had some sort of meaningful effect on your experience (more visual/sound effects if you progress with timing?). Regardless of the ambiguity, I would argue "some level of meaningful interactivity" is enough to qualify something as a video game.
