This IS an online-only game
It's one of those "Cloud Edition" games on the Switch and 3DS that were Nintendo's version of the Stadia.
It's just that the Stadia died sooner and there was no real exclusive content for it (that actually released), except for some hilariously shitty plane minigame for Final Fantasy XV that's now lost media.

"Kingdom Hearts Series - Nintendo Switch Cloud Version" is a worthless version that had no excuse to actually exist in the first place (save for Nintendo/Square Enix forcing you to buy it for an unlockable song in Smash)
The same issue with it is also present in the Switch 1 versions of Hitman III, Control, The Medium, Thymesia, The Forgotten City, A Plague Tale Requiem, Pathfinder, Marvel Guardians of Galaxy, Final Fantasy VII, Resident Evil 2 Remake, Resident Evil 3 Remake, Resident Evil 7, Resident Evil 8, the delisted Japan-only 3DS Dragon Quest X, and others I might be missing.

The Stadia was rightfully mocked, these cloud versions were rightfully panned in user reviews as very miserable experiences with a 30 FPS cap and awful input lag and graphics.

But for Kingdom Hearts specifically, Square Enix is spooked and unlike the rest of those scams (many of them now silently delisted with no refunds) offered upgrade paths, "disclosure" and "generous" end-life support between the delisting and retirement of the servers. It's a step in the right decision to do that and stop streamed games scams, the next step should be to offer these upgrade paths and save transfers for all games they do remasters for, and to offer free offline modes for previously online-only games.

Steam, Sony and Nintendo already had some formal or informal policies that allow the player to get a few refund within two weeks/a month from purchase if they didn't play it enough, but Concord's entire lifetime was that or less, and even for those who are assumed to have bought it on launch, the game was such a wasteland players barely got to fill lobbies to play any matches

so continuing the expensive support was a problem because of californian wages (the game's budget was insane, and maintenance costs were probably equally insane for a game with THAT playcount and yes-man culture THAT delusional to never consider that scenario in the first place)
but discontinuing the game without refunding those who paid $40 for it could have very easily led to lawsuits that would cost even more losses

Other games just go "we'll shut down in a month and half from now, we'll give you 1000 gasha pulls or crystals and call it a day", the ones that play it off as a pro-player move would add "we enabled those half-finished debug mode costumes" (Ubisoft) or "we won't allow you to give us more microtransaction money for this particular doomed slot machine" (some nip devs) or at best "we will allow you to still view the artwork gallery without the app deleting itself when the server handshake fails" (also some nip devs)

I don't think cloud gaming ever really made it a secret that nothing about it is meant to last (since even the very playtime you put into the game is ephemeral since it's not contained on any hardware you have personally). No one's living under any illusions that if you commit to cloud gaming you're only playing on the time they let you have with it, even if you paid outright for it. If their servers become too heavily trafficked or CrowdStrike shits itself and knocks out half of the Internet then you gave up your ability to play the game and they never said you were immune to it.
