Yes she has high dex but her str is lacking and she needs it to deal damage, she has a shitload of cha but she doesn't need it because she's not a caster, espionage expert sucks and gets completely overshadowed by demonslayer which does the same thing but without needing to rely so much on instant enemy, and since she comes with half her levels wasted on it, and every single feat is specifically focused on archery, then you have to stick to it even though archers are mediocre on higher difficulties
Nenio is the strongest companion in the game and she has a mere 20 point build, it's not about having high numbers, it's about minmaxing

She is in fact, a caster. She has ranger spells up to 4th level, and you can easily multiclass her into bard, oracle, or really any other charisma caster beside her ranger subclass. You don't know how to work with what you have & then blame the build for not catering to your inflexible thinking. Her insanely high charisma also allows her to make great use of the use magic device skill, so you don't even really need to multiclass and can just slap scrolls to her belt if you want her to dish out really any spell you have in mind. Compared to the other ranged weapon companions like Lann or Wendu, she blows both of them out of the water because she's also a dex skill monkey & will make short work of traps. Comparing her to Nenio is strange & not particularly relevant because they're designed with entirely different functions in mind.
